The Collapse of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity afforded by current data. From witness perspectives, military aircraft that had been deployed to counter approaching cruise missiles roared overhead – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes sober acceptance: perhaps the approaching threat won't cause damage this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its target.

Intermittently, this continued until dawn. Kyiv faced the morning news: several casualties, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's vital need on international aid – a dependence that European nations are demonstrably unable to fill in the immediate future.

Unsuccessful Negotiations

The 28-point plan from US administration generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new proposal from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, continue.

Political Considerations

It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does nothing to deter Moscow, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a complete military breakdown until situations evolve in its favour.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
